England's children's commissioner Dr Maggie Atkinson has said she has apologised to James Bulger's mother for "hurtful" comments about his murder.
At the weekend, Dr Atkinson said James's killers should not have been prosecuted because, aged 10, they were too young.
Dr Atkinson had said children under 12 did not fully understand their actions.

After an up and down few months, the new Salem airport project is one step closer to being complete.
The Board of Aviation Commissioners recently brought an appraisal before the city council at their regular meeting March 15.

The two-man team of Steve McKnight and John Halet shot a 10-under-par 62 this past Saturday to claim top honors in the First Flight of the annual Bay Forest Handicap Association Member-Member/Member-Guest Tournament.
In this tournament, two-person teams were flighted by handicaps, and each golfer received his or her full handicap.
A "best ball" format was used, meaning the net best score of each individual on the team was used on eaach hole.

In a recent editorial meeting with the Michigan Chronicle, Detroit City Clerk Janice Winfrey said heading the largest election department in the state has prepared her to become the next Michigan Secretary of State.

So much for the idea that North Carolina's players wouldn't be interested in playing in the NIT, even in a miserable season following a national championship run.
Instead, the Tar Heels really did look grateful to play again just as they said they were.
